1. Acceptance of Terms

By accessing, browsing, or using the PH Barangay Downloader web application (hereinafter referred to as the "Application"), you acknowledge that you have read, understood, and agree to be legally bound by these Terms of Service ("Terms") and by our Privacy Policy, which is incorporated herein by reference. If you do not agree with any provision of these Terms, you must immediately cease using the Application. These Terms apply to all visitors, users, and any other persons who access or use the Application.

2. About the Application

The PH Barangay Downloader is a free, open-access, browser-based interactive Geographic Information System (GIS) application developed and maintained by Zenterra Systems Solutions. It serves as a general-purpose geospatial data downloader for the Philippines, centralizing and simplifying access to a variety of open-source datasets through a single interactive interface.


The developer does not own or produce the datasets available through the Application. All datasets are compiled from publicly accessible government servers, institutional platforms, and other authorized open-data sources. Current datasets include Philippine administrative boundaries (ADM0 through ADM3/ADM4), hazard overlay layers, and additional geospatial data as the platform expands. Users can interact with a 3D globe visualization powered by MapLibre GL, browse and select data layers, and download geospatial files in their choice of open formats.


All data processing — including format conversion, file generation, and downloads — occurs entirely within the user's web browser. No data is uploaded to, stored on, or processed by any external server operated by the developer.

3. Data Sources and Attribution

The Application aggregates and presents geospatial data compiled from publicly accessible government servers, institutional platforms, and other authorized open-data sources. The developer does not own or produce any of the underlying datasets. All datasets remain the exclusive intellectual property of their respective source organizations. The Application's role is solely to centralize and simplify access to these open-source datasets through a single interactive interface.


All data available through this Application is open-source. Any selling, commercialization, or monetization of downloaded files is strictly prohibited by the original data owners and governing authorities. Current data sources include, but are not limited to:


Administrative Boundary Data

Philippine administrative boundary geometries (ADM0 through ADM3/ADM4) are sourced from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) via the Humanitarian Data Exchange (HDX) platform. All geometries are encoded in the geographic coordinate reference system CRS84 / EPSG:4326 (WGS 84, longitude/latitude).


Hazard Layer Data

Hazard overlay layers are sourced from Project NOAH(Nationwide Operational Assessment of Hazards), a program of the University of the Philippines Resilience Institute (UPRI). These datasets are produced for disaster risk reduction and public awareness.


Additional Datasets

As the platform expands, additional geospatial datasets from other public servers and authorized sources may be integrated. Each new dataset will be subject to the terms and licenses of its original data provider.


Users are advised to consult the original data providers directly for the most current data and for any critical decision-making related to disaster risk reduction, land use planning, or emergency management.

4. Supported Download Formats

The Application enables users to export selected administrative boundary geometries in the following open geospatial file formats, all generated entirely within the user's browser:

  • GeoJSON (.geojson): A text-based, open-standard format for encoding geographic data structures, conforming to RFC 7946. Geometries are output in CRS84 / EPSG:4326. GeoJSON files are compatible with virtually all modern GIS platforms, web mapping libraries, and data analysis tools.
  • Shapefile (.zip): The industry-standard vector GIS format developed by Esri, exported as a ZIP archive containing the required component files: .shp (geometry), .shx (shape index),.dbf (attribute data), and .prj (projection definition in WGS 84 / EPSG:4326). Compatible with ArcGIS, QGIS, and most GIS desktop software. Generated in-browser using the shp-write library.
  • GeoPackage (.gpkg): An OGC-standard open format based on SQLite, conforming to the OGC GeoPackage specification version 1.x. GeoPackage files are self-contained, portable, and compatible with QGIS, ArcGIS Pro, GDAL/OGR, and other modern GIS tools. Generated in-browser using sql.js, a WebAssembly port of SQLite.

5. Permitted Use

Subject to your compliance with these Terms, you are permitted to access and use the Application and any data downloaded from it for the following non-commercial purposes:

  • Personal mapping, geographic analysis, and spatial data exploration
  • Academic and scholarly research, including thesis work, dissertations, and peer-reviewed publications — provided the original data sources (OCHA/HDX and UPRI Project NOAH) are properly cited and attributed
  • Educational use in schools, universities, training programs, and public awareness campaigns about Philippine geography, administrative structure, and natural hazards
  • Non-commercial GIS mapping projects, including urban planning studies, community resource mapping, and barangay-level development planning
  • Disaster risk reduction (DRR) activities, emergency preparedness planning, and humanitarian response operations conducted by government agencies, NGOs, and community organizations
  • Journalistic or documentary work that uses spatial data for public interest reporting
  • Open-source software projects and open-data initiatives, provided that attribution to the source data providers is maintained in derived works

6. Prohibited Use

All data available through this Application is open-source. The following activities are strictly prohibited by the original data owners and governing authorities. Violation of any of these restrictions may result in termination of your access and potential legal action under applicable Philippine laws and international intellectual property frameworks:

  • Commercialization: Selling, licensing, sublicensing, leasing, or otherwise monetizing any dataset, layer, derived product, map product, or geospatial service built primarily from data obtained through this Application. All data is open-source, and any commercialization is strictly prohibited by the original data owners and governing authorities.
  • Redistribution as a paid product: Bundling downloaded data into commercial products, APIs, data subscriptions, or platforms that charge end users for access to what is fundamentally the same publicly available government data.
  • Misrepresentation of data origin: Presenting downloaded boundary or hazard data as original work or as data proprietary to yourself or any third party, without acknowledging the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), HDX, and/or UPRI Project NOAH as the primary data sources.
  • Automated bulk extraction: Using bots, scrapers, crawlers, or automated scripts to systematically extract data from the Application at a rate or volume that degrades service availability for other users or circumvents intended usage patterns.
  • Modification and redistribution without attribution:Altering, transforming, or building upon downloaded datasets and redistributing the result without clearly crediting the original sources as required by the respective open data licenses of OCHA/HDX and UPRI.
  • Unlawful use: Using the Application or any data obtained from it in any manner that violates the laws of the Republic of the Philippines, including but not limited to the Data Privacy Act of 2012 (Republic Act No. 10173), the Cybercrime Prevention Act of 2012 (Republic Act No. 10175), and applicable intellectual property laws.
  • Interference with the Application: Attempting to access, tamper with, or disrupt the server infrastructure, source code, or underlying services of the Application without explicit written authorization from the developer.

7. Attribution Requirements

When using data downloaded from this Application in any published work, map, report, application, or public-facing product, you are required to provide appropriate attribution to the original data sources. Recommended attribution language:

  • For administrative boundaries: "Administrative boundary data sourced from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) via the Humanitarian Data Exchange (HDX)."
  • For hazard layers: "Hazard data sourced from UPRI's Project NOAH (Nationwide Operational Assessment of Hazards), University of the Philippines Resilience Institute."
  • Optional (appreciated but not required): "Accessed via PH Barangay Downloader by Zenterra Systems Solutions."

8. Disclaimer of Warranties

The Application and all data made available through it are provided on an "as is" and "as available" basis, without warranty of any kind, express or implied. The developer makes no representations or warranties of any nature regarding:

  • The geographic accuracy, completeness, currency, or fitness for purpose of any administrative boundary geometry, hazard layer, or attribute data presented in or downloadable from the Application
  • The correctness of boundary delineations, which may differ from the most recent official demarcations established by the Philippine government or local government units
  • The suitability of hazard layer data for critical decision-making, including land use planning, construction permitting, evacuation routing, or insurance underwriting — users must consult UPRI Project NOAH and relevant local disaster risk reduction and management offices (DRRMOs) directly for authoritative hazard assessments
  • The uninterrupted, error-free, or secure operation of the Application at all times
  • The compatibility of downloaded files with any specific GIS software, platform, or workflow

Users bear sole responsibility for evaluating the suitability of any data obtained through this Application before using it in professional, academic, governmental, or public-interest contexts.

9. Limitation of Liability

To the fullest extent permitted by applicable law, Zenterra Systems Solutions and the developer of this Application shall not be liable for any loss or damage of any kind arising out of or in connection with:

  • Your use of, or reliance on, any data downloaded from the Application, including any errors, inaccuracies, or omissions in the data
  • Decisions made in disaster risk reduction, land use, urban planning, emergency response, or any other context based on hazard or boundary data from the Application
  • Temporary or permanent unavailability of the Application
  • Loss of data, corruption of files, or incompatibility of downloaded formats with the user's software environment
  • Any indirect, incidental, consequential, punitive, or special damages, even if the developer has been advised of the possibility of such damages

10. Intellectual Property

The Application's source code, user interface design, visual design system, globe interaction logic, animated navigation, and all original creative elements are the intellectual property of the developer under Zenterra Systems Solutions, and are protected under applicable copyright and intellectual property laws of the Republic of the Philippines.


The underlying geospatial datasets — administrative boundary data (OCHA/HDX) and hazard layer data (UPRI Project NOAH) — are the intellectual property of their respective source organizations and are governed by those organizations' own terms of use, licenses, and data sharing policies. Nothing in these Terms grants any user ownership rights, exclusive rights, or sublicensing rights over any data made available through the Application.


Open-source libraries and tools used within the Application (including MapLibre GL, sql.js, shp-write, Framer Motion, and Next.js) remain under their respective open-source licenses. Use of those tools within the Application does not convey any rights over those libraries to the user.

11. Open Data Commitment

This Application is built on the principle that geospatial data about the Philippines should be freely accessible to every Filipino and to anyone with a legitimate interest in understanding the country's geography. All data available through this Application is open-source, compiled from public servers and authorized sources. The developer is committed to keeping this Application free of charge, free of advertising, and free of any barriers to access.


By centralizing and simplifying access to diverse geospatial datasets in interoperable open formats (GeoJSON, Shapefile, GeoPackage), the Application aims to reduce the technical barriers that often prevent communities, local government units, researchers, journalists, and civil society organizations from engaging with geographic information relevant to their work and lives. Any selling or commercialization of downloaded files is strictly prohibited by the original data owners and authorities.

12. Modifications to the Application and Terms

The developer reserves the right, at their sole discretion, to modify, suspend, or discontinue any part of the Application at any time without prior notice. The developer also reserves the right to revise these Terms at any time. Revisions will be effective immediately upon posting of the updated Terms. Your continued use of the Application following the posting of revised Terms constitutes your acceptance of the changes. It is your responsibility to review these Terms periodically.

13. Governing Law and Jurisdiction

These Terms of Service shall be governed by, interpreted, and enforced in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions. Any disputes arising from or relating to these Terms or your use of the Application shall be subject to the exclusive jurisdiction of the appropriate courts of the Republic of the Philippines.
